In 2019, in the agro-town of Lutskovlyany, OJSC Grodnozhilstroy began construction of a group of block and mansard residential buildings for 13 apartments for agricultural workers as part of the implementation of the Decree of the President of Belarus No. 240 "On state support of citizens in the construction (reconstruction) of residential premises." In these homes, electricity is used for heating, hot water and cooking purposes. Installed electric convectors, water heaters, electric stoves - equipment of domestic production. To improve energy efficiency, it is planned to use a heat recovery system, which will significantly reduce operating costs. The price of one kilowatt in such houses is 3 kopecks.
-These are the first houses where electricity is used for heating, hot water supply and cooking, said Sergey Skorb, director for design work at Grodnozhilstroy OJSC. In Slonim
we will build two apartment buildings for 171 apartments, where electricity will also be used. One of them is scheduled to be commissioned this year. We plan to design apartment buildings with electric heating in Dyatlovo, Lida, Zelva, Grodno.
In the experimental quarter in Lutskovlyany, large families of households celebrate housewarming, which have yet to evaluate the advantages of electricity in everyday life.
The large Zanevskie family moved to one of these townhouses. Maria and Peter, together with six children, lived for ten years in a three-room apartment in an agricultural town. The Zanevskie became the owners of their own 120-meter apartment in a blocked house. Two floors, four living rooms, two bathrooms, a kitchen, a plot of land, a separate entrance with a parking space - there is plenty to turn around.
-We have been living in a new house for several months, said Maria. The house is in a good location, near a garden, school, shop, and a picturesque view of the lake opens from the window. Most importantly, thanks to benefits and social guarantees, our family got housing for free: the state repaid the soft loan.
We have already used electric heating in the house.
-It was cold in May, says the hostess. They turned on the heating in the evenings. Comfortable, warm and affordable.
Stimulating tariffs for electricity for hot water supply and heating of residential premises have significantly increased the demand for it from the population. Andrei Salei, a resident of the Induraagro-town of the Grodno region, built a two-story house in 2015 and used a solid fuel boiler for heating.
- Such heating is not very comfortable. It's cold in the house in the morning. And I have three children. I was about to switch the house to gas. But when I found out that it was possible to make electric heating, which would cost me three times cheaper, I decided to install an electric boiler. The electric heating was assembled and put into operation quite quickly. Thanks to this, my family spent the winter comfortably. In November last year, I paid about 70 rubles for heating, more in the winter months, but my heated area is impressive - about 260 square meters. And the house still needs to be insulated, then the costs will be less.
In 2019, since the introduction of subsidized tariffs for the use of electricity for heating and hot water supply, demand from citizens has increased significantly. As the chairman of the Indursky village executive committee of the Grodno region Temirbulat Cherivkhanov said, there are already appeals on this occasion from the residents of Indura, the village of Krugliki. But so far it has not been possible to satisfy demand everywhere.
Energy supplying organizations try to satisfy the demand and needs of citizens to the maximum. When issuing technical specifications, first of all, they look at the technical possibility. This opportunity is understood as the throughput of electrical networks, the reserve of transformer power and other nuances.
The connection is carried out in a planned manner, and the wishes of those for whom it is still impossible to do this are included in the long-term plans of energy supplying organizations for a five-year period.
On 4th of April the President of Belarus signed Decree No. 127 “On reimbursement of expenses for power supply of the operated housing stock”. The document was adopted in order to stimulate citizens to transfer existing individual residential buildings to the use of electric energy for heating, hot water supply and cooking.
The decree provides for reimbursement to the owners of individual residential buildings at the expense of local budgets for part of the costs incurred for the performance of work on additional electricity supply to houses. The amount of reimbursable funds is planned in the amount of 20 percent of the value of the work performed, but not more than 40 base values. At the same time, compensation can be received once and in relation to one residential building, even if the owner owns several of them.
Residents of single-family and blocked residential buildings can claim to reimburse part of the cost of supplying electricity to the housing stock in use. The scale of the settlement does not matter.
When carrying out the work, the reconstruction of power supply networks will be required: design, construction of branches from power lines to the entrance to a residential building, as well as the device of intra-building power supply systems. In addition, it will be necessary to purchase equipment and materials necessary for the needs of heating, hot water supply and cooking. The obligatory ones include an electric boiler and a convector, an electric water heater, an electric stove.
